A neighbor called police to report that that homeowner of 2020 Savona Parkway (Victim) knocked on his door asking for help, the victim was covered in blood.</p><p> </p><p>The victim told officers that his acquaintance, James Keagle, had beaten him. The victim had recently allowed Keagle to stay with him as the two were beginning an internet sales business.</p><p>The business was not going to work out and the victim told Keagle that he needed to move out. Several minutes later, Keagle confronted the victim while armed with an unknown blunt object in his hand. Keagle demanded money and began bludgeoning him on the head with the blunt object.</p><p> </p><p>Keagle was aware that the victim had recently sold an automobile and still had the cash at his home. The victim was able to get away and run to the neighbor's house for help. Keagle fled the home prior to the arrival of Cape Coral Police.</p><p> </p><p>On Thursday February 16th a Cape Coral Police Detective assigned to the US Marshal's Fugitive Task force received a tip that Keagle was staying at the Candlewood Suites in Fort Myers. Cape Police Detectives along with the US Marshal's Fugitive Task Force located Keagle at the hotel and took him into custody without incident. According to figures from the NICB, millions of dollars are being paid out daily for automobile insurance fraud. Much of that is passed along to law abiding drivers.</p><p> </p><p>Officers conducted a wolf pack style roving patrol operation, pulling over drivers for moving violations. The officers went a step further and verified the driver's insurance by running the policy number through one of the 4 Cape Coral Police dispatchers who were assigned to the operation. The dispatchers, who were stationed in a room with the insurance agents, provided the agents with the policy information. The agents were able to instantly verify the insurance and detect fraudulent cards. Eric Stuebinger was killed by a gunshot wound to the chest by two masked robbers.  </p><p> </p><p>The two masked men struggled with Stuebinger in the home located at 511 NW 2nd Avenue as the suspects were demanding money and drugs. Stuebinger was fighting to protect his ex-girlfriend and their 17 month old son who were in the home. </p><p> </p><p>After Stuebinger was shot, the gunmen then fled the home. During the struggle with Stuebinger, the mask came off of one of the suspect's face and a description was obtained. </p><p> </p><p>Cape Coral Major Crimes Detectives began investigating the homicide with very limited information. Through painstaking work and investigation, Detectives developed Terry Ragland and Timothy Wayne Tuttle Jr. as suspects in the robbery and homicide. </p><p> </p><p>Both Ragland and Tuttle Jr were located and arrested for the crime in 2010.</p><p> </p><p>On February 8, 2012 Terry Ragland was convicted of Second Degree Murder with a Firearm, Attempted Home Invasion Robbery and First Degree Burglary while Armed. The driver looked at the girl and began licking his lips. The driver circled around and drove past the girl a second time. This time, the driver was masturbating.  The vehicle then fled the area. Cape Coral Police Detectives began investigating the case and developed a suspect.</p><p> </p><p>Detectives developed 18 year old Zachary Elder as a suspect in the crime and were building their case for an arrest.</p><p> </p><p>On February 6th a 17 year old girl was walking home from her bus stop also located in the 2000 Block of Del Prado Blvd North when she was approached by a male in a white two-door car. The male suspect asked the teenage girl if she wanted to get into the car and offered her marijuana and "blues" (street slang for Roxycodone pills). The male was again masturbating when talking to the girl. The victim ran from the car and crossed Del Prado Blvd and ran to a gas station for safety. The girl called her mother who in turn called Cape Coral Police.</p><p> </p><p>Officers went to Elder's home and discovered his white two-door was in the driveway and the engine was hot, as if the car was recently running. Contact was made with Elder in his driveway by the officers. Another officer escorted the 17 year old victim to the area where Elder was identified as the suspect who had exposed himself to her. </p><p> </p><p>Detectives interviewed Elder about the two incidents to which he confessed. Elder was arrested on charges of Lewd or Lascivious Exhibition and Exposure of Sexual Organs and taken to the Lee County Jail. </p><p> </p><p>"Thankfully these brave girls decided to come forward and report these crimes to police. Her daughter reported her missing to Cape Police in the early morning hours of February 3rd.</p><p>A neighbor last saw Ciasca in the morning of February 1st and she appeared normal. Ciasca suffers from dementia and high blood pressure.</p><p>Ciasca is believed to he driving her 2002 white Toyota Corolla with FL Tag# G29-9DT. Ciasca frequents her church and Wal-Mart. Detectives and a confidential informant purchased a pre-arranged amount of crack cocaine from Shawn Dickson 38, of Cape Coral.</p><p> </p><p>Upon completion of the sale, Dickson was taken into custody by officers who were close by conducting surveillance on the sale. </p><p> </p><p>Dickson, who was released from prison in August, is a repeat criminal offender who has over 50 arrests since age 18 to include: numerous drug violations, burglary, aggravated battery, carrying concealed weapon, battery on a law enforcement officer, etc.</p><p> </p><p>"These arrests directly impact the quality of life for Cape residents. Here we had a suspect with a violent, lengthy criminal history, selling crack cocaine at a convenience store in the busiest part of the city.
