Cape Police Detectives Arrest Robbery Suspect

(February 17, 2012)- On February 15th Cape Coral Police were called to 2020 Savona Parkway West for a report of a robbery and aggravated battery. A neighbor called police to report that that homeowner of 2020 Savona Parkway (Victim) knocked on his door asking for help, the victim was covered in blood.

The victim told officers that his acquaintance, James Keagle, had beaten him. The victim had recently allowed Keagle to stay with him as the two were beginning an internet sales business.

The business was not going to work out and the victim told Keagle that he needed to move out. Several minutes later, Keagle confronted the victim while armed with an unknown blunt object in his hand. Keagle demanded money and began bludgeoning him on the head with the blunt object.

Keagle was aware that the victim had recently sold an automobile and still had the cash at his home. The victim was able to get away and run to the neighbor's house for help. Keagle fled the home prior to the arrival of Cape Coral Police.

On Thursday February 16th a Cape Coral Police Detective assigned to the US Marshal's Fugitive Task force received a tip that Keagle was staying at the Candlewood Suites in Fort Myers. Cape Police Detectives along with the US Marshal's Fugitive Task Force located Keagle at the hotel and took him into custody without incident. Keagle was arrested on charges of robbery and aggravated battery and taken to the Lee County Jail.

Cape Coral Police Asking for Help in Identifying Person of Interest

(February 14, 2012)- The Cape Coral Police Department is asking for the public's assistance in identifying a person of interest in a check fraud investigation.

On January 12th and again on February 5th the female pictured attempted to receive cash by passing checks that did not belong to her. Both incidents occurred at the Publix Supermarket located at 100 Hancock Bridge Pkwy West.

NICB, Police and Insurance Companies Team to Combat Insurance Fraud

(February 9, 2012)- 48 Law Enforcement Officers representing the Cape Coral and Fort Myers Police Departments and the Florida Highway Patrol's DOT Division teamed up with the NICB and 23 insurance agents to crack down on auto insurance fraud. According to figures from the NICB, millions of dollars are being paid out daily for automobile insurance fraud. Much of that is passed along to law abiding drivers.

Officers conducted a wolf pack style roving patrol operation, pulling over drivers for moving violations. The officers went a step further and verified the driver's insurance by running the policy number through one of the 4 Cape Coral Police dispatchers who were assigned to the operation. The dispatchers, who were stationed in a room with the insurance agents, provided the agents with the policy information. The agents were able to instantly verify the insurance and detect fraudulent cards. That information was then relayed back to the officers who were on the traffic stops.

Ø In all, 279 traffic stops were conducted during the 8am-2pm operation.

Ø 9 tickets were issued for criminal traffic violations

Ø 63 tickets were issued for moving violations

Ø 31 tickets were issued for non-moving violations

Ø FMPD made one physical arrest for driving on a suspended license (multiple suspensions)

Ø FHP/DOT conducted 8 commercial vehicle inspections, removing 3 vehicles from Southwest Florida roadways for violations

Ø No fraudulent insurance cards were discovered

Suspect in 2010 Cape Coral Homicide Gets Convicted

(February 9, 2012)- On July 10, 2010 Cape Coral Police responded to a report of a home invasion robbery in which the homeowner was shot by the suspects. Eric Stuebinger was killed by a gunshot wound to the chest by two masked robbers.

The two masked men struggled with Stuebinger in the home located at 511 NW 2nd Avenue as the suspects were demanding money and drugs. Stuebinger was fighting to protect his ex-girlfriend and their 17 month old son who were in the home.

After Stuebinger was shot, the gunmen then fled the home. During the struggle with Stuebinger, the mask came off of one of the suspect's face and a description was obtained.

Cape Coral Major Crimes Detectives began investigating the homicide with very limited information. Through painstaking work and investigation, Detectives developed Terry Ragland and Timothy Wayne Tuttle Jr. as suspects in the robbery and homicide.

Both Ragland and Tuttle Jr were located and arrested for the crime in 2010.

On February 8, 2012 Terry Ragland was convicted of Second Degree Murder with a Firearm, Attempted Home Invasion Robbery and First Degree Burglary while Armed. He will be sentenced at a later date.

Timothy Tuttle Jr. is still awaiting trial.

Cape Police Detectives Arrest Suspect for Two Indecent Exposure Incidents

(February 7, 2012)- On January 18th a 14 year old girl was walking home from her bus stop near the 2000 Block of Del Prado Blvd North when a white two-door car drove past her slowly. The driver looked at the girl and began licking his lips. The driver circled around and drove past the girl a second time. This time, the driver was masturbating. The vehicle then fled the area. Cape Coral Police Detectives began investigating the case and developed a suspect.

Detectives developed 18 year old Zachary Elder as a suspect in the crime and were building their case for an arrest.

On February 6th a 17 year old girl was walking home from her bus stop also located in the 2000 Block of Del Prado Blvd North when she was approached by a male in a white two-door car. The male suspect asked the teenage girl if she wanted to get into the car and offered her marijuana and "blues" (street slang for Roxycodone pills). The male was again masturbating when talking to the girl. The victim ran from the car and crossed Del Prado Blvd and ran to a gas station for safety. The girl called her mother who in turn called Cape Coral Police.

Officers went to Elder's home and discovered his white two-door was in the driveway and the engine was hot, as if the car was recently running. Contact was made with Elder in his driveway by the officers. Another officer escorted the 17 year old victim to the area where Elder was identified as the suspect who had exposed himself to her.

Detectives interviewed Elder about the two incidents to which he confessed. Elder was arrested on charges of Lewd or Lascivious Exhibition and Exposure of Sexual Organs and taken to the Lee County Jail.

"Thankfully these brave girls decided to come forward and report these crimes to police. These girls' and their parents' trust in the police department gave the detectives and officers the opportunity to arrest the suspect and get him off of our streets."-Lieutenant Tony Sizemore.

Berta J Ciasca (10-18-24) has not been heard from since 10pm on February 1st. Her daughter reported her missing to Cape Police in the early morning hours of February 3rd.

A neighbor last saw Ciasca in the morning of February 1st and she appeared normal. Ciasca suffers from dementia and high blood pressure.

Ciasca is believed to he driving her 2002 white Toyota Corolla with FL Tag# G29-9DT. Ciasca frequents her church and Wal-Mart. She doesn't usually drive at night.

Police and Fire Charity Hockey Game Saturday

(February 2, 2012)- Members of the Cape Coral and Fort Myers Police Departments will face off against members of Southwest Florida Fire Departments this Saturday February 4th in a charity hockey game at Germain Arena.

The game begins at 4:00pm; tickets are $16 and are available at the Germain Arena Box Office. A ticket to the Police/Fire Charity Hockey game also gets you into the Everblades game that begins at 7:00pm.

A portion of the proceeds go to "For the Kids Foundation", a children's cancer charity.

Cape Police Partner with the NFL and NHTSA for Super Bowl Safety

(February 2, 2012)- The Cape Coral Police Department is partnering with the National Highway Traffic Safety Administration and the National Football League for their Super Bowl Impaired Driver Prevention Campaign.

"The Cape Coral Police Department wants everyone to enjoy the Super Bowl on Sunday. Whether you are watching the game at a sports bar or restaurant, or you are one of many watching at a house party; we want you to get home safe. Please designate a sober driver to take you home or call a taxi."- Lieutenant Tony Sizemore.

Below are some helpful Super Bowl party tips from the NHTSA:

Ø Make sure all of your guests designate their sober drivers before kick-off or help arrange ride-sharing with sober drivers.

Ø Only serve alcohol to guests over 21 years of age.

Ø Be prepared for guests to spend the night if an alternative way home is not available.

Cape Coral Police Narcotics Detectives Arrest Repeat, Violent Offender

(February 1, 2012)- On January 31st at 9:30pm, Cape Coral Police Detectives conducted an undercover narcotics operation in the parking lot of the Shell Convenience store located at 4403 Del Prado Blvd South. Detectives and a confidential informant purchased a pre-arranged amount of crack cocaine from Shawn Dickson 38, of Cape Coral.

Upon completion of the sale, Dickson was taken into custody by officers who were close by conducting surveillance on the sale.

Dickson, who was released from prison in August, is a repeat criminal offender who has over 50 arrests since age 18 to include: numerous drug violations, burglary, aggravated battery, carrying concealed weapon, battery on a law enforcement officer, etc.

"These arrests directly impact the quality of life for Cape residents. Here we had a suspect with a violent, lengthy criminal history, selling crack cocaine at a convenience store in the busiest part of the city. This neighborhood is without a doubt safer today as a result of our detectives' work."- Lieutenant Tony Sizemore.
