(June 5, 2016)- Last night, the Cape Coral Police Department Traffic Unit conducted its sixth High Visibility Enforcement (HVE) DUI Operation since being awarded a grant from the Florida Department of Transportation (FDOT) in the later part of 2015.
The operation was a saturation patrol that was conducted city-wide. Officers were focused on identifying and taking impaired drivers off the road. Below are the results of this operation:

RRESTED: John Mantell (W/M 11-14-90), of 3120 SE Trawler BND #1, N. Ft. Myers, FL.
LOCATION: 1200 Cape Coral Pkwy E
CHARGES: Possession of Marijuana <20
Det. Jones stopped a vehicle for failing to yield the right of way to a pedestrian. K-9 Officer Gugliotta responded as a back up unit and conducted a free air sniff of the vehicle in which Mantell was a passenger. K-9 Oz alerted to the presence of narcotics in the vehicle. A bag of marijuana was found under the front passenger seat. Investigation revealed that the marijuana belonged to Mantell. Notice to Appear (NTA) issued.
ARRESTED: Shaun Christopher Joslyn (W/M 1-29-88), of 922 SW 56th St., Cape Coral, FL.
LOCATION: Palaco Grande and Del Prado Blvd.
CHARGES: DUI, BAC.000 DRE: Refused
Joslynwas stopped for failing to maintain a single lane. After speaking with Joslyn, Ofc. Gray saw signs of impairment and requested Joslyn to complete field sobriety exercises, which he did. At the completion, Ofc. Gray asked Joslyn to give breath samples which he did. (.000 and .000) Cpl. Fessel asked Joslyn to complete a drug influence evaluation and submit to a urine test. Joslyn refused.
ARRESTED: Kayol Merces Caetano (W/M 7-28-91), of 4913 Seville Ct., Cape Coral, FL.
LOCATION: 2412 Santa Barbara Blvd S.
CHARGES: Possession of Marijuana/Paraphernalia
Caetano was stopped for failing to maintain a single lane and tinted taillight covers. After stopping the vehicle K-9 Officer Gugliotta backed up Cpl. Fessel. After conducting and open air sniff, K-9 Oz alerted to the vehicle. After searching the car 478.65 grams of marijuana and paraphernalia was found.
ARRESTED: Jasmine Christina Perez (W/F 12-30-95), of 3209 W 54th St. Lehigh Acres, FL.
LOCATION: 1900 Country Club Blvd.
CHARGES: Possession of Cocaine and Possession of Marijuana
Perez was stopped for driving 57 mph in a 40 mph zone in the 1900 block of Country Club Blvd. After speaking with Perez, Mcpl. Satterlee smelled the odor of marijuana coming from the vehicle. Perez told Mcpl. Satterlee that she and a friend had smoked marijuana earlier. Mcpl. Satterlee conducted a narcotics investigation. After having Perez exit her vehicle, Mcpl. Satterlee and Ofc. Handley found marijuana, crack cocaine and a marijuana pipe.
ARRESTED: Nancy Lynn Stella (W/F 7-11-69), of 4913 Vincennes Ct., Apt 3, Cape Coral, FL.
LOCATION: 1600 Cape Coral Pkwy W.
CHARGES: Possession of Crack Cocaine, DUI: BAC .016 DRE refused
Stella was stopped after making a u-turn at SE 46th Lane and Del Prado Blvd. During the u-turn, Stella drove up on the sidewalk and continued for approximately 15 feet before driving back on the roadway. After stopping the vehicle, Det. Jones spoke with the driver, Stella. Stella had a plastic bag sticking out of chest/shirt area with what looked like crack cocaine. After being told that she had a lot of crack in the bag, Det. Jones began a narcotics investigation. She was arrested with 12.1 grams of crack cocaine. She was also charged with DUI. After blowing .016 and .016, Stella was asked to complete a drug influence evaluation. Stella refused.
Operations such as this will continue throughout 2016.
