(July 3, 2016)- Last night, the Cape Coral Police Department Traffic Unit conducted its seventh High Visibility Enforcement (HVE) DUI Operation since being awarded a grant from the Florida Department of Transportation (FDOT) in the later part of 2015.
The operation was a saturation patrol that was conducted city-wide. Officers were focused on identifying and taking impaired drivers off the road. Below are the results of this operation:

ARRESTED: Bryan R Dacosta, W/M, DOB: 9-29-1991, of 2512 NW 20th Ave., Cape Coral, FL.
LOCATION: 2800 Del Prado Blvd S
CHARGES: Possession of marijuana <20 and paraphernalia
OFFICER: Det. Jones
After stopping DaCosta’s vehicle for an equipment violation. K-9 officer Clapp backed him up and conducted an open air sniff of DaCosta’s vehicle. K-9 Bane alerted on the vehicle. A baggie of marijuana and a pipe were found in the vehicle. Notice-To-Appear issued.
ARRESTED: Randall Allen Driscoll, W/M, 6-17-53, of 3164 Rain Dance Lane, N. Ft. Myers, FL.
LOCATION: 4100 Surfside Blvd
CHARGES: Hit and Run/DUI
OFFICER: Cpl. Carson
Dispatch received a call of a gray truck stuck in the median at SW 36th Ter/Surfside. There was a male passed out inside the truck. The male woke up and fled the scene. Cpl. Carson spotted the vehicle in the 4100 block of Surfside Blvd and stopped it. Driscoll had hit a mailbox earlier also. After seeing signs of impairment, Cpl. Carson conducted a crash investigation and then a DUI investigation. BAC: .205 and .198.
ARRESTED: Leslie Rae Riccardi, W/F, DOB: 06-08-1961, of 804 NW 19th Pl., Cape Coral, FL.
LOCATION: 4300 block of Chiquita Blvd S
OFFICER: Sgt. O’Grady
Riccardi was stopped after she almost hit Ofc. Carvalho’s patrol car while she was backing up Officer Gray on a DUI arrest. After seeing signs of impairment, Sgt. O’Grady asked Riccardi to complete field sobriety exercises. Riccardi started to complete field sobriety exercises, but refused before starting. Riccardi also refused to take a breath test.
ARRESTED: Hildelisa Garcia-Taboada,W/F, DOB: 12-22-1958, of 1731 Trafalgar Pkwy., Cape Coral, FL.
LOCATION: 4300 Chiquita Blvd S
OFFICER: D. Gray
Garcia-Taboada was stopped for failing to maintain a single lane. After Ofc. Gray spoke with Garcia-Taboada he saw signs of impairment. She was arrested for DUI and later gave a breath sample of .105.
ARRESTED: Ana Ortiz-Bernal, W/F, DOB: 12-29-1991, of 359 Chelmsford Ct., Kissimmee, FL.
LOCATION: 2400 NE 6th St
OFFICER: Cpl. Fessel
After Sgt. Kolak stopped Bernal for failing to maintain a single lane, Cpl. Fessel checked the driver for signs of impairment. At the completion, Bernal was arrested for DUI. BAC: .172.
